Hi, yes its made of a dense cake covered in ready to roll fondant icing. The mountain is just made from pieces I'd cut off the main body of the dragon, which is basically an egg shape covered with the fondant and the neck and tail added afterwards. The wings were a bit trickier, you need to add a gum additive which hardens the sugarpaste, I made them to size and put them to dry whilst I added the details like the spikes. You can paint the dragon with food colourant after but it looks better if you knead the colour into the paste first. Hope this helps, I'd love to see the results. Good luck! :>
